Why Is Procurement in Global EPC Projects Managed Across Different Countries?

A project site may be in Saudi Arabia, the project owner in Europe, the engineering team in India, the procurement hub in the UAE, and the equipment manufacturer in Türkiye.

At first glance, this may seem unnecessarily complicated. In reality, it is a common structure in large-scale energy, industrial, infrastructure, data center, offshore, and marine projects.

Global EPC projects are rarely planned, engineered, procured, manufactured, and delivered from a single country. Different stages are assigned to different offices and teams according to their expertise, capacity, location, and responsibilities.

This leads to an important distinction:

The location of the procurement team does not necessarily determine the country from which the equipment will be purchased.

A procurement specialist based in India may evaluate manufacturers in Türkiye, Germany, Italy, South Korea, or the United States. Likewise, a project being built in Egypt does not mean that all equipment must be sourced from Egypt.

In global EPC procurement, the most important question is not where the buyer is sitting. It is whether the proposed supplier can meet the project’s technical, commercial, quality, and delivery requirements.

Why Can One Project Be Managed From Several Countries?

EPC stands for Engineering, Procurement, and Construction. Although these three stages are closely connected, they do not always take place in the same office or even in the same country.

Basic engineering may be completed in one location, while detailed engineering is carried out elsewhere. Procurement may be coordinated by a regional or global hub, manufacturing may be distributed among several countries, and installation and commissioning will ultimately take place at the project site.

This structure is not simply about lowering costs. Major EPC projects involve thousands of technical documents, multiple equipment packages, hundreds of suppliers, detailed quality requirements, logistics planning, and strict project schedules.

Trying to manage every discipline from a single office would not always be practical.

Different centers may also have different areas of expertise. One team may have stronger experience in electrical equipment and power distribution, while another specializes in pumps, HVAC systems, steel structures, offshore equipment, or fire safety.

The EPC contractor can therefore assign each package to the team best equipped to manage it.

Time zones may also support the workflow. While one office is finishing its working day, another team in a different region may continue reviewing documents, responding to technical questions, or following up on supplier quotations.

The structure may look geographically dispersed, but when managed properly, it allows a large project to move through several workstreams at the same time.

The Procurement Hub and the Supplier’s Country Are Not the Same Thing

Many international EPC contractors operate procurement hubs that support projects across several countries or regions.

A procurement hub does not exist only to purchase products from the country in which it is located. Its role may include preparing requests for quotation, identifying possible suppliers, coordinating technical and commercial evaluations, collecting documentation, negotiating conditions, and monitoring the order after placement.

This means that a procurement center in India, the UAE, Europe, or the United States may work with manufacturers located anywhere in the world.

Supplier selection may depend on questions such as:

  • Does the product meet the technical specification?

  • Can the manufacturer provide the required certificates and quality documents?

  • Is the delivery period compatible with the project schedule?

  • Does the supplier have sufficient production capacity?

  • Can inspections, testing, packing, and transportation be managed properly?

  • Are the commercial terms clear and realistic?

Of course, not every project has a completely open global sourcing structure. Some projects include local-content requirements, approved vendor lists, country-of-origin restrictions, mandatory standards, or specific brand approvals.

When such conditions apply, they can significantly narrow the supplier pool.

But where no such restriction exists, the address of the procurement office does not define the limits of the supply chain.

Why Does Procurement Not Make the Decision Alone?

Procurement plays a central role, but supplier selection in an EPC project is rarely based on the judgment of one person or one department.

The procurement team normally collects quotations, compares commercial terms, discusses delivery conditions, and coordinates the purchasing process.

Technical compliance, however, is generally reviewed by engineering.

The engineering team checks whether the proposed equipment meets the required capacity, materials, operating conditions, dimensions, electrical characteristics, performance values, and applicable standards.

The quality team may review certificates, inspection requirements, manufacturing procedures, test plans, and quality documentation.

Project management considers how the proposed delivery period will affect the overall schedule.

The logistics team evaluates dimensions, weight, packing, transport conditions, delivery points, and possible handling limitations.

In some projects, the final decision may also require approval from the project owner or end user.

This is why simply sending a price to a procurement contact is often not enough.

A strong offer should be supported by technical data sheets, drawings, certificates, clear scope information, realistic delivery periods, testing details, and transparent commercial conditions.

Any deviation from the specification should also be stated openly.

In global projects, the lowest price is not always the strongest offer. A quotation with incomplete documentation, unclear exclusions, or an unrealistic delivery promise may create more risk than value.

Procurement teams are not only purchasing a product. They are also purchasing a process that must remain technically clear and operationally manageable until delivery.

Why Might a Good Manufacturer Still Fail to Reach the Right Project?

Türkiye has a broad industrial base and many manufacturers capable of supplying international projects. Yet even a technically competent manufacturer may struggle to access the right EPC opportunities.

One reason is that manufacturers often focus only on the country where the project is being built.

However, the actual procurement decision may be managed elsewhere.

A project may be located in Africa, engineered in Europe, procured from Asia, and technically approved by a project owner headquartered in another region.

A manufacturer that only approaches companies in the project country may never reach the team that is actually preparing the supplier list or issuing the RFQ.

Another common problem is the general introductory email.

Large EPC contractors do not normally purchase HVAC equipment, pumps, cables, fire systems, steel structures, and marine equipment through a single team. Different categories may be managed by different procurement specialists and engineering disciplines.

As a result, even a well-designed catalogue may disappear into a general inbox when it is sent without a clear connection to a real project or product category.

A meaningful opportunity usually requires four elements to come together:

The right project, the right product, the right technical requirement, and the right project team.

Without that alignment, a capable manufacturer and a genuine project need may exist at the same time without ever meeting.

Why Is Communication as Important as the Product in Global Procurement?

In international projects, communication is not simply about replying to emails quickly.

A technical question passed on incorrectly, a revised specification overlooked, or an exclusion misunderstood can delay a project for weeks. This becomes even more important when engineering, procurement, quality, manufacturing, and logistics teams are working from different countries.

A manufacturer may say, “We can produce this equipment,” but the project team needs more precise answers.

Which model is being proposed? Does it comply with every major specification requirement? Are there any deviations? Which items are included or excluded? What tests will be carried out? When does the delivery period begin? Is certification included in the quoted price?

If these questions remain unanswered, the process becomes more difficult at every following stage.

Good communication does not replace product quality. It allows product quality to be understood, evaluated, and trusted.

A technically suitable product can lose its chance if its documentation is unclear. On the other hand, a transparent manufacturer that explains its scope, limitations, and proposed solution clearly may create much more confidence.

That is why successful EPC supply requires more than introducing a company. The inquiry must be understood correctly, technical questions must reach the right people, and the quotation must reflect the actual expectations of the project.

  • Which team is conducting the technical evaluation?

  • Is there an approved vendor or local-content requirement?

  • Which documents and certifications are expected?

  • Is the proposed product genuinely suitable for the application?

  • Who influences the final supplier decision?

When these questions are answered correctly, the global structure of an EPC project becomes less confusing.

It becomes a map of opportunities.

A project on the other side of the world may already be looking for a solution that is being manufactured in Türkiye today.
